When you have problems with your vehicle on San Diego Freeways dial 511 from your cellphone for a free service assistance with your vehicle provided by SANDAG tow trucks.  If you are out of gas or had a blowout on highway - one of the Freeway Service Patrols (FSP) white tow trucks will assist you to move your vehicle out of the dangerous situation.

"The San Diego Freeway Service Patrol (FSP) is a growing fleet of tow trucks and pickup trucks that travel on select local freeways to provide free roadside assistance to peak travel time commuters. Funded by Caltrans and SANDAG and supported by the California Highway Patrol 

The FSP responds to drivers in less than nine minutes, on average. They often arrive on scene before stranded motorists have a chance to call for help. 

San Diego FSP normally operates Monday through Friday from 5:30 - 9:30 a.m. and 2:30 - 6:30 p.m. and assists approximately 50,000 motorists per year." source
